This Despatch
must have been framed under some misapprehension.
Personally I know of no single instance; I have not been able to hear from others of any, where Chinese Pirates have been handed over either for trial or punishment by this Government to the Chinese Authorities. Even under the Extradition Ordinance 2 of 1850 they would not be given up for Piracy jure gentium...
There is little doubt however that Officers in command of Gun Boats and Vessels of the Navy have handed over Pirates...
